JAEA-VARANS Memorandum on Cooperation in the field of Infrastructure Development on Safeguards and Nuclear Security for Nuclear Non-Proliferation
Japan Atomic Energy Agency (JAEA) and Vietnam Agency for Radiation and Nuclear Safety (VARANS) signed a Memorandum on Cooperation in the field of Infrastructure Development on Safeguards and Nuclear Security for Nuclear Non-Proliferation on June 25, 2010.
Vietnam is scheduled to introduce nuclear power in 2020. VARANS, as a regulatory authority in the field of nuclear safety and nuclear non-proliferation, has been preparing for the Vietnam's ratification of international conventions as well as for the establishment of domestic legislation and other regulatory framework in these fields.
Through this Memorandum we intend to cooperate on infrastructure development, including establishment of legal framework and other domestic institutional systems, in the fields of safeguards and nuclear security, utilizing JAEA's expertise. Cooperation in the framework of this Memorandum is expected to be implemented by such means as information exchange, experts' meeting, facility visits and human resource development.
This Memorandum contributes to the policy of Japanese Government which considers "3S" (Safeguards/nuclear non-proliferation, Nuclear Safety and Nuclear Security) as prerequisites for peaceful use of nuclear energy and promotes the cooperation to ensure 3S, and through the cooperation in the framework of this Memorandum, we expect Vietnam to introduce nuclear power while ensuring nuclear non-proliferation.
