Purpose of the forum
The Japan Atomic Energy Agency (JAEA) annually holds an international forum on the peaceful use of nuclear energy and nuclear non-proliferation, in order to promote public understanding on the importance of ensuring nuclear non-proliferation and international dialog in this area. In the forum, we address current issues on the peaceful use of nuclear energy and nuclear non-proliferation, focusing on challenges and measures on these issues and introduce the effort of Japan and JAEA, in particular, in the area of nuclear non-proliferation.
In this year's Forum, we would like to discuss how to ensure nuclear non-proliferation and nuclear security on nuclear fuel cycle options, in consideration of the nuclear accident at the TEPCO's Fukushima Daiichi Nuclear Power Station.
The Japanese Government has been reviewing its energy policy in the wake of the Accident at TEPCO's Fukushima Daiichi Nuclear Power Station in March 2011. In the meantime Japanese Prime Minister Shinzo Abe stated that the previous administration's policy of enabling phasing out nuclear power generation in the 2030s would be given a zero-base review.
On the other hand, nuclear safety has been strengthened by such measures as the adoption of much stricter nuclear safety regulations in response to the accident. At the same time, future prospects of back end of nuclear fuel cycle, including treatment of spent fuel and plutonium and disposal of high-level radioactive waste, with their nuclear non-proliferation and nuclear security aspects, are now attracting renewed attention.
Under the circumstances in which domestic and overseas interest in nuclear non-proliferation and nuclear security as well as nuclear safety increases following the accident, it is necessary to ensure nuclear non-proliferation and nuclear security, whatever nuclear fuel cycle backend option (ex. closed or open fuel cycle option) is chosen.
In this Forum, nuclear non-proliferation and nuclear security measures on nuclear fuel cycle options will be discussed from political and technical perspectives, in consideration of national and international nuclear energy trends after the accident.
