Background of the Agreement

Except in the areas of nuclear fusion and safeguards, cooperation with U.S. Department of Energy was previously established in all areas of nuclear energy use under two comprehensive agreements that the former JAERI and the former JNC had initiated with DOE, and by the agreement addressing waste that the former JNC had initiated with DOE.

Following the integration of JAERI and JNC, we combined the agreements that each of these organizations had implemented so that we were able to operate effectively. Cooperation in the area of nuclear fusion beyond the earlier cooperative areas was added to the Agreement in order to formally define cooperation on nuclear fusion within the Agreement. Previously, in July 2006, the agreement on safeguards had been implemented.

For the actual implementation of cooperation, we will delineate a specific implementation agreement for each cooperation task. To assure progress with the Agreement, a coordination group was established consisting of coordination representatives nominated by each organization. Coordination meetings will be held once every year. At these meetings, conformance to the Agreement will be addressed by reviewing the progress of activities and developing a plan for the following year to promote productive cooperation.
