Application of Safeguards Inspection using a New Safeguards Approach(Release)

The world�s first case of �Site-Level Integrated Safeguards Approach� intended for several facilities including the nuclear fuel reprocessing plant, which was jointly developed by both the Japan Safeguards Office (JSGO) of MEXT and the IAEA, will be applied to the Nuclear Fuel Cycle Engineering Laboratories, Tokai Research and Development Center (Tokai mura, Ibaraki), Japan Atomic Energy Agency (JAEA; President, Mr. Toshio Okazaki) from 1st of August 2008.
Six facilities in the Laboratories (Tokai Reprocessing Plant, Plutonium Fuel Production Facility, etc.), which are related to the nuclear fuel cycle are currently accepting safeguards inspections as planned for a facility-by- facility basis. However, applying the �Site-Level Integrated Safeguards Approach� enables the Laboratories to undergo the IAEA�s random inspection for the entire Site consisting of those 6 facilities.
JAEA believes that application of the Site-Level Integrated Safeguards Approach is a result of JAEA�s activities on Nuclear Material Control & Accountancy and our contribution to safeguards that the JSGO and the IAEA have come to recognize. JAEA will continue our sincere cooperation, as in the past, with activities of the JSGO and the IAEA on the peaceful use of nuclear energy and nuclear nonproliferation.
