Outline of "Basic agreement on the execution of research and development concerning principal concept of FBRs"


1. Details
Japan Atomic Energy Agency (JAEA) has recruited a single core company to be engaged in engineering activities for FBR development and then has selected Mitsubishi Heavy Industries, Ltd. (MHI) as the single core company, based on the policy of the FBR research and development framework prior to the start of the preliminary design of a demonstration reactor which was set up by "The Five-Party Council for Smooth Transition to the FBR Cycle Demonstration Process� and approved by Atomic Energy Commission of Japan (AEC) in December, 2006. The Ministry of Education, Culture, Sports, Science and Technology (MEXT), Ministry of Economy, Trade and Industry (METI) and The Federation of Electric Power Companies of Japan (FEPC) received a report on the selection result from JAEA, and approved the result in April, 2007.

MHI has established Mitsubishi FBR Systems, Inc. (MFBR) as a FBR development company according to the policy, and MFBR came into service on July 1.


2. The main content of basic agreement
JAEA, MHI and MFBR (hereinafter referred to as �the Parties�) execute the FBR research and development in close cooperation.
   - JAEA, as the core organization of the Fast Reactor Cycle Technology Development (FaCT) Project, promotes and manages a project of FBR research and development, and executes the FBR research and development.
   - MHI, as the single core company, supports MFBR concerning the whole business management, and executes the FBR research and development together with MFBR.
   - MFBR, as the FBR development company, executes engineering activity of the FBR research and development and necessary research and development together with MHI.

MFBR will set up an advisory committee in order to obtain evaluation and advice concerning promotion of the FBR research and development that the Parties execute in cooperation.

The Parties use each intellectual property mutually in order to execute the FBR research and development effectively and efficiently.


3. Validity term
The validity term of the agreement is since July 5, 2007 to an early day either when preliminary design of a demonstration reactor is started or March 31, 2016.

However, it will be extended every year only until a preliminary design of a demonstration reactor is started.
