Development of New Emergency Call System for Avoiding Congestion Control on Telephone Line
-"JAEA Emergency Call System"-

JAEA (Japan Atomic Energy Agency, President Yuichi Tonozuka) started the operation of a new emergency call system named �JAEA Emergency Call System� on 25th August, 2006. Comparing with a previous emergency call system of JAEA, the latest system is further stable and connectable to NTT�s (NIPPON TELEGRAPH AND TELEPHONE CORPORATION) ordinary telephone line, when a person responsible for emergency call tries to contact with emergency response staffs and concerned organizations within an area involved in congestion control due to, for example, a wide-scale disaster. The new system can deliver e-mail or call in the congestion control area through an NTT�s telephone line via exclusive telecommunication line network (LAN and an extension telephone) of JAEA.

When an accident or trouble occurs at a laboratory of JAEA, JAEA seeks to deliver an alarm message or call to mobile phones or fixed phones of emergency response staffs in order to gather them.

However, if congestion control is performed around the laboratory area, the previous emergency call system cannot smoothly contact with emergency response staffs of JAEA. The latest system �JAEA Emergency Call System� is more stable to access to a local telephone network even under congestion control than the previous system. So, why is the new system so connectable with local telephone line? And how can the latest system avoid the control? In order to avoid the congestion control, we set up two servers which are placed at a long distance and in which data are synchronized. These servers are connected each other with an exclusive telecommunication network (LAN and an extension telephone) of JAEA. When one server is affected by the control, the new system accesses to the other server via the exclusive telecommunication network. Then, the other server starts to access to a local NTT�s telephone line in the congestion control area. As a consequence, this system can avoid local congestion control on telephone network at the area. This method is very effective to deliver an emergency call and e-mail to emergency response staffs and concerned parties under the control.

Furthermore, the employment of a pair of servers in which data are synchronized is so efficient to enhance the reliability of the emergency call system. Even if one of them breaks down for some reason, the system can still send emergency calls and messages using another server. In addition, due to this structure the latest system can deliver the same message to more people at the same time than the conventional system.

To perform the easy and quick transmission of a signal to activate the server, a remote operation terminal called �Quick Commander� (LAN line connection type and Telephone line connection type) has been also developed. All that's required is that a person responsible for emergency call just pushes a specific button. The person can send a message to a specific area from anywhere the terminal can connect to the line.

JAEA applies for a patent on this system in Japan and U.S.A. jointly with IMAGECITY CORPORATION (President and CEO Michiaki Takahashi) who cooperated with JAEA to invent this new system.
