The Japan Atomic Energy Research Institute (JAERI) and the Japan
Nuclear Cycle Development Institute (JNC) had respectively concluded
with CEA the agreements for cooperation in the field of nuclear
research and development. As of October 1, 2005, JAERI and JNC
were merged into a single entity named JAEA. The JAERI/CEA agreement
and the JNC/CEA agreement have accordingly been integrated into
a single agreement entitled “Framework Agreement between
JAEA and CEA for Cooperation in the Field of Nuclear Research
and Development.”
The framework agreement was concluded on December 13, 2005
1. Backgrounds leading to the conclusion of the framework agreement
Based upon the agreement with CEA, JNC has since 1991 been engaged
in such cooperative activities as exchange of information and
staff in the fields of nuclear fuel cycle and reactor researches.
Similarly based on the JAERI/CEA agreement, there have been close
collaborations under way between the two organizations since 1992.
The both JNC/CEA and JAERI/CEA collaborations produced various
marked achievements, specifically, cooperation in the research
of high temperature gas-cooled reactors and advanced light water
reactor systems, the attachment of staff and exchange of information
between Joyo/Monju and Phenix for the development of fast breeding
reactors, irradiation tests at Phenix for fuel development, joint
development of reactor safety analysis code, exchange of information
in the field of waste management including dismantlement and decommissioning,
etc.
With a view to succeeding the past JNC/CEA and JAERI/CEA collaborations
as well as to exploring new fields of cooperation with CEA, JAEA
has thus decided to institute the framework agreement with CEA.
2. The date of the conclusion
On the occasion of the first annual coordination meeting between
JAEA and CEA, which was held in Saclay, France, Mr. Toshio Okazaki,
the Executive Vice President of JAEA and Mr. Alain Bugat, the
Administrateur Général of CEA singed the framework
agreement on December 13, 2005. The agreement came into effect
upon the signature.
