A national nuclear emergency drill assuming a nuclear emergency situation, which is based on the Act on Special Measures Concerning Nuclear Emergency Preparedness, is executed jointly by the national and local governments, and utilities for the purpose to verify the response system of the relevant institutions against a nuclear disaster.
The FY 2014 Nuclear Emergency Response Drill was executed on November 2 and 3, 2014, by assuming the following incident:
A high-voltage power transmission tower fell down by an earthquake, causing a loss of external power at Shika Nuclear Power Plant Unit 2 of the Hokuriku Electric Power Company in Ishikawa Prefecture, leading a loss of cooling functions of the nuclear reactor; the General Emergency was declared and radioactive materials were assumed to released to the surrounding environment.
The Japan Atomic Energy Agency (JAEA), which was assigned as a designated public institution under the Disaster Countermeasures Basic Act and under the Armed Attack Situations Response Act, got staff of the Nuclear Emergency Assistance and Training Center (NEAT) to participate in the preparation stage meetings of the national and local governments, and to propose/advise for an effective drill based on the experiences of countermeasures against the accidents occurred at the TEPCO's Fukushima Daiichi Nuclear Power Station. In having joined the activities in cooperation with the national and local governments and utilities, the JAEA confirmed its own activity framework and strengthened collaboration with relevant organizations by dispatching its experts and drilling for the following support activities:
Activation of and response at the NEAT-Ibaraki, i.e.,
Responses to requests from the national government, correspondence with those involved, information collection and so on by the NEAT staff;
Activities at the Shika off-site center of Ishikawa Prefecture, i.e.,
Information collection and support of the dispatched experts by two dispatches staff;
Activities at the emergency radiation monitoring center located in the Shika off-site center of Ishikawa Prefecture, i.e.,
To support in emergency radiation monitoring by five dispatched experts;
Emergency radiological monitoring at the south emergency monitoring base (at the sports center for light exercise in Byakkoyama Park), i.e.,
Radiation monitoring from a moving car by a dispatched expert using a dispatched monitoring vehicle;
Activities at a first-aid station (at a gymnasium of Ishikawa Prefecture Nursing University), i.e.,
To support in contamination survey of evacuated residents by four dispatched experts;
Activities of Radiation Group in the Emergency Response Center (ERC) of Nuclear Regulation Authority, i.e.,
To support in making an emergency radiation monitoring plan by two dispatched experts.
