Objectives of this year's forum
In April 2014, the Japan Cabinet approved the "New Strategic Energy Plan," which ranks nuclear power as an important base-load power source contributing to stability of energy supply-demand structure. It emphasizes the importance of the continuous improvement of safety in the use of nuclear energy and the contribution to the field of non-proliferation and nuclear security.
Accordingly, to ensure nuclear non-proliferation, the 2014 International Forum will be held to discuss institutional and technical measures to implement effective and efficient Safeguards, promotion of nuclear fuel cycle, and the future direction, including ensuring transparency of using plutonium, to improve nuclear non-proliferation based on international proliferation concerns and situation changes such as the increase in the number of emerging nuclear countries. JAEA conducts capacity building assistance through human resource development to strengthen international non-proliferation and nuclear security. It functions as a platform for domestic and foreign experts to gather. The activities are expanding to capacity building for domestic regulation authorities, security authorities and enterprises. It is becoming a "Center of Excellence (COE) to develop human resources in nuclear non-proliferation and nuclear security." We will discuss how COEs of many countries, including Japan, contribute to and implement strengthened nuclear non-proliferation and nuclear security.

- About four years have passed since the ISCN was established within JAEA, following the Nuclear Security Summit in 2010. ISCN conducts capacity building assistance through human resource development to strengthen international non-proliferation and nuclear security.
